What is the Wildfire Debris Cleanup Program?

This program helps property owners affected by wildfires safely remove all hazardous materials—including asbestos—at no out-of-pocket cost. First Built handles testing, permitting, and full cleanup through a county-supported program.

What’s included in the cleanup?

Unlike partial cleanup services, First Built offers full-site remediation, including:

  • Household hazardous waste removal

  • Asbestos testing and abatement

  • Foundation removal

  • Driveways, pools, and retaining wall removal

  • Ash and debris removal

  • 6-inch ash footprint scrape

  • Rough grading

Is there really no out-of-pocket cost?

Yes. The entire process is funded through government resources. All that’s required to start is a signed Right of Entry (ROE) form. We work directly with your insurance company.

Why do I need to act quickly?

The county’s cleanup deadline is June 30, 2025. If you don’t act in time, the county will perform the cleanup and bill you directly. To guarantee completion before the deadline, sign your ROE by June 1, 2025.

What happens after I sign the ROE?
  • Asbestos testing and permitting begin immediately.

  • If asbestos is found, we work directly with SCAQMD for remediation approval (adds about 1 week).

  • Cleanup typically begins within 3 weeks of signing.

How experienced is First Built?

What is the “Green Rebuild” Incentive?

By choosing to rebuild green, you can fast-track your permitting process. Just check the green rebuild option on your ROE form.
